Happy Valley Chinese School Parent Code of Conduct
(Revision Effective: August 15, 2025)
Happy Valley Chinese School is a non-profit educational institution founded and operated by parents. Its daily operations and the quality of education depend on the understanding, cooperation, and ongoing support of all families involved. To ensure orderly classroom instruction, maintain student safety, and clarify the rights and responsibilities of parents, the following Code of Conduct is hereby established:
Article I: Support and Cooperation with School Operations
I.I Parents shall treat all teachers, staff, volunteers, and other parents with respect and contribute to a positive and collaborative school environment.
I.II Parents are encouraged to actively participate in school affairs, assist with school-organized events, and support administrative and instructional work.
Article II: Compliance with School Rules and Role Modeling
II.I Parents shall guide their children to comply strictly with the Student Code of Conduct and all other school policies.
II.II Parents themselves must comply with all applicable school rules and serve as positive role models for students.
Article III: Tuition and Fee Payment Responsibilities
III.I Tuition and textbook fees must be paid in full prior to the beginning of each semester. The school reserves the right to suspend a student’s enrollment for non-payment.
III.II Parents are responsible for providing their child with necessary learning supplies such as notebooks and stationery.
Article IV: Student Drop-off and Pick-up Regulations
IV.I If a student is unable to attend class due to illness or other reasons, parents shall notify the school or the teacher in advance.
IV.II Parents must escort their children to the designated classroom and ensure their safe arrival before leaving the premises.
IV.III Students must be picked up within 10 minutes after the end of class. (For example, if class ends at 5:00 PM, pick-up must be completed by 5:10 PM.)
IV.IV Late pick-up policy:
(1) First occurrence later than 5:20pm will result in a written reminder.
(2) Subsequent late pickups will incur a supervision fee of $10 per student per occurrence.
IV.V Early pickups must be coordinated with the teacher in advance and should be conducted during break periods whenever possible.
IV.VI If someone other than the parent is picking up the student, prior written authorization must be submitted. Teachers are not obligated to release students to unauthorized individuals.
Article V: Attendance Requirements for Elective Classes
V.I Students enrolled in elective courses such as dance or martial arts who miss more than two classes without valid justification will automatically forfeit their eligibility to participate in public performances, without further notice.
V.II This provision does not apply to students whose absences have been approved in advance by the instructor or school management.
Article VI: Facility Use and Liability for Damages
VI.I As the school uses rented public educational facilities, both parents and students share responsibility for maintaining a clean and orderly environment.
VI.II If a student damages facilities or equipment due to intentional or grossly negligent conduct, the parent shall bear full legal liability, including but not limited to repair costs, cleaning fees, and any claims from the facility owner.
Article VII: Parent On-Duty Obligations
VII.I Parents shall participate in scheduled on-duty rotations to help maintain classroom discipline, student safety, and campus cleanliness.
VII.II Duties are outlined in the “HVCS Parent On-Duty Guidelines.”
VII.III Unexcused absences from on-duty shifts may affect a family’s eligibility for future course registration.
Article VIII: Safety Responsibilities and Disclaimer
VIII.I Parents are responsible for educating their children on safety and appropriate conduct to ensure compliance with school rules and directions given by school personnel.
VIII.II The school will make reasonable efforts to provide a safe environment; however, it shall not be held liable for any loss or injury caused by unforeseeable or force majeure events.
VIII.III In cases where a student causes damage or injury to themselves or others due to misconduct or failure to follow rules, the parent shall bear all related civil and legal liability. The school accepts no responsibility.
Article IX: Communication and Information System Use
IX.I The school’s email communication system is an official channel for distributing information related to school affairs, instructional arrangements, and campus events.
IX.II Unauthorized use of the system to send personal messages, commercial advertisements, or other non-school-related content is strictly prohibited.
IX.III Violations will result in immediate termination of access to the email system. Any reputational or financial damages caused by misuse will be the sole responsibility of the violating party.
This policy shall take effect as of August 15, 2025, and shall be subject to interpretation and revision by the Administrative Team of Happy Valley Chinese School. The School reserves the exclusive right to the final interpretation of this policy and retains the authority to amend its provisions at its sole discretion in accordance with operational needs.

Happy Valley Chinese School Parent Code of Conduct
(Revision Effective: August 15, 2025)
In order to maintain a structured learning environment and ensure campus safety, Happy Valley Chinese School has established the following Student Code of Conduct. All students are required to comply with these rules to foster a positive and respectful academic atmosphere.
Article I: Respect for Teachers and Diligent Study
I.I Students shall treat teachers, classmates, and staff with respect, courtesy, and kindness.
I.II Students must pay attention in class, participate actively, observe classroom rules, and complete all assignments on time.
Article II: Protection of School Property and Cleanliness
II.I Students must take care of classroom facilities and refrain from defacing blackboards, walls, or other public property.
II.II In the event of damage to school property caused by a student, the parent or guardian shall be held financially responsible for the full cost of repair or replacement.
Article III: Prohibition of Unsafe Behavior
III.I Students are strictly prohibited from falsely reporting emergencies, misusing the 911 emergency system, or tampering with fire safety equipment.
III.II Violations of safety protocols will result in penalties, including fines and, where applicable, legal liability.
Article IV: Conduct During Breaks and Campus Regulations
IV.I During the ten-minute breaks between classes, students must not engage in loud behavior, running, or horseplay.
IV.II Students may not leave the school premises during class hours without prior approval from a teacher or school administrator.
Article V: Classroom Clean-Up Responsibilities
V.I Before leaving the classroom, students must organize their personal belongings and straighten their desks and chairs.
V.II Trash must be properly disposed of in designated receptacles to maintain a clean learning environment.
Article VI: Classroom Behavior and Discipline
VI.I Students must comply with classroom discipline standards by listening attentively and participating constructively. Disruptive behaviors such as interrupting the teacher, distracting peers, shouting, or engaging in horseplay will result in immediate correction by the teacher.
VI.II Repeated violations of classroom rules will lead to progressive disciplinary action, including written warnings, parental notification, mandatory parent attendance during class, or temporary suspension of classroom privileges.
VI.III In cases of severe disruption or threats to others’ safety, the student may be removed from the classroom immediately. A parent meeting will be convened to determine appropriate remedial or disciplinary measures.
Article VII: Absence and Pick-Up Regulations
VII.I In case of absence due to illness or other reasons, parents must notify the class teacher in advance.
VII.II Parents must strictly adhere to the school’s pick-up schedule to ensure student safety. Additional rules and responsibilities are outlined in the Parent Code of Conduct.
This policy shall take effect as of August 15, 2025, and shall be subject to interpretation and revision by the Administrative Team of Happy Valley Chinese School. Happy Valley Chinese School Parent Duty Responsibilities and Requirements
(Revision Effective: August 15, 2025)
In order to ensure the cleanliness, safety, and orderly operation of the instructional environment—and in compliance with the requirements set forth by the owners of the leased premises—Happy Valley Chinese School (hereinafter referred to as “the School”) hereby adopts and enforces the following Parent Duty Responsibilities and Requirements. All parents of enrolled students are required to read, understand, and comply with the provisions stated herein.
Article I – Duty Registration and Scheduling
I.I All parents must log in to the designated scheduling platform to select their preferred duty dates for the current semester.
I.II Each student’s parent or legal guardian is required to fulfill one ((1) duty shifts per semester. Families with two (2) or more enrolled students must fulfill a total of two (2) duty shifts.
I.III Upon completion of each duty shift, the parent must sign in at the front desk to confirm and record that the duty has been fulfilled.
Article II – Attendance and Substitution
Parents are expected to arrive on time for their scheduled duty shifts. If a parent is unable to fulfill a shift due to personal emergency or other compelling circumstances, it is the parent’s sole responsibility to arrange for an appropriate substitute by coordinating with other parents in advance.
Article III – Classroom Duty Obligations
III.I Return all desks and chairs to their original, orderly positions.
III.II Wipe down all blackboards or whiteboards using appropriate materials such as erasers or damp wipes to restore them to a clean condition.
III.III Remove all litter from the floor, including paper scraps and food debris. If necessary, use a vacuum cleaner to ensure thorough cleanliness.
III.IV Turn off all lights, electronic devices, and appliances. Ensure all classroom windows are closed and securely locked.
Article IV – Entrance Area Supervision
IV.I At the conclusion of class, students under teacher supervision shall only be released to their legal guardian or an authorized adult designated for pickup. Under no circumstances may a student leave the premises unaccompanied.
IV.II Parents on duty are expected to monitor and prevent students from engaging in unsafe behaviors such as running, shouting, or rough play at or near school entrances during dismissal time.
Article V – Fee Provision
Parents are required to fulfill their designated duty-day obligations in accordance with the School’s policies. In the event that a parent fails to complete the required number of duty days prior to the start of a new academic term, the School reserves the right to impose a cleaning service fee of $10 per person per semester.
This policy shall take effect as of August 15, 2025, and shall be subject to interpretation and revision by the Administrative Team of Happy Valley Chinese School. The School reserves the exclusive right to the final interpretation of this policy and retains the authority to amend its provisions at its sole discretion in accordance with operational needs.

HAPPY VALLEY CHINESE SCHOOL TEACHER CODE OF CONDUCT
(Revision Effective: August 15, 2025)
To uphold the quality of education, maintain classroom discipline, reinforce professional ethics, and promote collaborative spirit among educators, Happy Valley Chinese School hereby enacts the following Teacher Code of Conduct. All faculty members are required to comply with the provisions herein:
Article I: Professional Conduct and Ethical Standards
I.I Teachers shall demonstrate a sincere commitment to Chinese language education, adhere to professional ethical standards, and maintain exemplary behavior in and out of the classroom.
I.II Teachers must respect the individual differences among students, treat every student equitably and fairly, and foster an inclusive, supportive, and encouraging learning environment.
Article II: Curriculum Planning and Lesson Preparation
II.I Teachers shall conduct classes in strict accordance with the school-approved curriculum, teaching materials, and instructional plans to ensure academic objectives are met.
II.II All teachers must submit a complete semester teaching plan prior to the start of the academic year. Each class session must be thoroughly prepared with a written lesson plan and continuously refined based on student feedback and learning outcomes.
Article III: Classroom Management and Instructional Integrity
III.I Teachers must balance compassionate guidance with disciplined management to maintain order and ensure a safe and structured learning environment.
III.II During instructional time, teachers shall not engage in any non-teaching activities or use personal electronic devices for private matters.
Article IV: Instructional Language and Methodology
IV.I The primary language of instruction shall be Standard Mandarin. English may be used as a supplementary tool when necessary to aid comprehension.
IV.II Handwriting on the board must be neat and legible; assignments must be reviewed and returned promptly with constructive feedback.
IV.III Teachers are encouraged to employ diverse and interactive teaching strategies, including but not limited to quizzes, oral questioning, and formative assessments to evaluate student progress and refine instruction.
IV.IV Regular and constructive communication with students and their guardians is expected to continuously enhance teaching effectiveness.
Article V: Participation in School Activities and Meetings
V.I Teachers are required to attend school-organized faculty meetings, training sessions, and academic events in a timely manner and actively cooperate in related school initiatives.
V.II Unauthorized absences from school-mandated teacher events are strictly prohibited.
Article VI: Student Safety and Classroom Oversight
VI.I Teachers bear full responsibility for student safety during class hours. At least one responsible adult (teacher or assistant) must be present in the classroom at all times; students may not be left unsupervised.
VI.II Any off-campus or out-of-classroom activities must be approved in advance by the school and accompanied by written parental consent.
Article VII: Facility Use and Property Management
VII.I Teachers shall instruct and supervise students in maintaining classroom cleanliness and protecting school property. At the end of each class, teachers must ensure that trash is disposed of and furniture restored to its original arrangement.
VII.II Any damaged or malfunctioning facilities must be reported immediately to school administration and handled in a timely manner.
Article VIII: Leave Policy
VIII.I Teachers requesting leave for personal or medical reasons must submit a formal written request in advance and obtain school approval prior to absence.
VIII.II Teachers on leave must work with school administration to ensure proper instructional continuity and substitute arrangements.
Article IX: Professional Conduct and Team Collaboration
IX.I Teachers must respect the individuality and holistic development of students, offer encouragement for their strengths, accommodate their limitations, and exercise impartiality and fairness.
IX.II Teachers are expected to collaborate harmoniously with colleagues, provide mutual support, and cultivate a professional, efficient, and positive faculty environment.
This policy shall take effect as of August 15, 2025, and shall be subject to interpretation and revision by the Administrative Team of Happy Valley Chinese School.
